You don't need to use 7d shields as the icons suggest. You need to waste specific time of active shield. So for lvl one, it needs to be 14d total and it doesn't mater, what shield you used to accumulate that time. Worked for me with spending 3d shields to get 2w1d total.
And from what I heard, it is accumulative. So if waste 3d of active shield, and week later 11d ... it adds up.
